Project Overview

Asteria International was engaged under a professional services agreement to provide senior project management and integrated project leadership for a major healthcare energy infrastructure and decarbonisation programme within a live operational environment.

The appointment extended across programme, commercial and contractual management, procurement, construction management, project controls and risk, engineering interfaces, health and safety, commissioning and operational transition.

The programme involved substantial modification of the existing heating and energy infrastructure, integrating new low-carbon technologies with conventional plant and existing operational systems.

The multidisciplinary programme incorporated air source heat pumps (ASHP), water source heat pumps (WSHP), CHP exhaust-gas heat recovery, new LTHW boiler plant, modifications to AHU heating coils, extensive plantroom changeovers, new LV electrical infrastructure, controls and system integration.

Successful delivery required these individual technologies and work packages to be brought together as a functioning energy system while maintaining the operational requirements of the healthcare facility.

The challenge was therefore considerably broader than the installation of new plant. Programme, commercial management, procurement, construction, health and safety, logistics, technical interfaces, commissioning and operational transition all had to be managed as one integrated project.

The Challenge

Introducing multiple new energy technologies into an existing healthcare estate creates significant project-management and integration challenges.

Existing infrastructure needed to remain operational while new plant, electrical systems, controls and distribution arrangements were installed, commissioned and progressively brought into service.

Plantroom changeovers and modifications to existing AHU heating systems created interfaces between new and legacy infrastructure across the estate.

At the same time, the integration of ASHP, WSHP, CHP heat recovery, LTHW boiler plant and associated controls required careful management of dependencies between mechanical, electrical and controls disciplines.

The new LV infrastructure introduced another significant project interface, requiring electrical installation, controls, plant availability and commissioning activities to remain aligned with the wider programme.

Multiple contractors, specialist suppliers and technical disciplines therefore needed to work within a coordinated delivery strategy while the healthcare facility remained operational.

The project required experienced senior project leadership capable of maintaining visibility across the complete delivery environment and managing competing programme, commercial, construction, safety, technical and operational priorities.

Asteria International provided integrated project leadership throughout the delivery programme.

Through the Senior Project Manager appointment, Asteria International provided day-to-day leadership across the client interface, programme, commercial management, procurement, construction, contractor management, health and safety, technical governance interfaces, commissioning and project close-out.

Programme & Project Controls

Programme management extended beyond maintaining a construction schedule.

Asteria International managed dependencies across procurement, contractor mobilisation, technical deliverables, construction readiness, plantroom modifications, electrical infrastructure, shutdowns, commissioning and completion.

The number of interfaces between new and existing systems meant that progress within individual work packages could not be considered in isolation.

Emerging constraints were assessed against their potential effect on the wider programme, allowing mitigation and recovery actions to be managed across contractors, suppliers and the wider project team.

Programme decisions were considered alongside commercial performance, operational requirements, project risk and available construction opportunities, maintaining focus on the overall delivery strategy.

Commercial & Contractual Management

Commercial performance formed an integral part of the overall project-delivery function.

Asteria International managed commercial and contractual interfaces alongside programme and construction requirements, recognising that procurement decisions, contractor performance, change, programme impacts and project risk were interconnected.

The role included procurement and contractor award management, management of emerging change and the use of Early Warning Notices where developing issues required formal recognition and action.

Commercial considerations remained integrated with project decision-making throughout delivery, supporting informed decisions while protecting the overall commercial position of the programme.

This integration of commercial, programme and construction management enabled the consequences of developing issues to be considered across the project rather than within individual workstreams.

Construction Management, Logistics & Operational Continuity

Major construction and infrastructure modifications were undertaken while the healthcare facility remained operational.

Plantroom works, contractor access, deliveries, temporary arrangements, electrical works, shutdowns and commissioning activities therefore had to be managed around operational requirements.

Asteria International provided construction management and site delivery leadership while maintaining alignment between construction priorities, programme commitments and stakeholder requirements.

Particular attention was required during plantroom changeovers and modifications to existing heating and AHU systems, where construction activities directly interfaced with operational services.

Shutdowns and system changeovers were planned and managed between contractors, technical specialists, commissioning teams and healthcare stakeholders before implementation.

This allowed infrastructure modifications to progress while maintaining continuity of essential healthcare services.

Integrating Multiple Heat & Energy Technologies

A defining feature of the programme was the integration of several different heat-generation and heat-recovery technologies within an existing operational energy system.

Air source heat pumps, water source heat pumps, CHP exhaust-gas heat recovery and new LTHW boiler plant each introduced different technical, programme and commissioning requirements.

These technologies also needed to interact with modified AHU heating systems, existing distribution infrastructure, new electrical systems and the wider controls strategy.

The delivery challenge was therefore not simply getting individual pieces of equipment installed and commissioned. It was managing the interfaces and dependencies necessary for the different systems to operate together as part of the overall energy strategy.

Asteria International managed the programme, construction and commissioning interfaces associated with this integration, ensuring that technical activities remained aligned with the wider delivery requirements.

Electrical Infrastructure, Controls & Interfaces

The programme included significant new LV electrical infrastructure required to support the new energy systems.

Installation and commissioning of the new LV switchboard and associated infrastructure created important dependencies between electrical works, mechanical plant, controls, commissioning and operational changeovers.

Controls and system interfaces were equally important. New and existing plant needed to communicate and operate within the overall control strategy rather than functioning as independent packages.

Asteria International managed these project interfaces within the wider programme, aligning electrical, mechanical and controls activities with construction readiness, commissioning requirements and operational priorities.

Engineering Management & Technical Governance

The programme required extensive management across mechanical, electrical, controls and specialist low-carbon energy disciplines.

Detailed engineering and technical governance remained with the appropriate specialist engineers and technical teams.

Asteria International’s responsibility was to manage the engineering and technical interfaces within the wider project, ensuring that deliverables, programme requirements, priorities and decisions remained aligned with procurement, construction and commissioning.

Technical development was considered within the context of the complete delivery programme rather than as an isolated engineering activity.

This maintained a clear distinction between specialist engineering responsibility and Asteria International’s engineering-management role while ensuring that technical activities supported the requirements of the overall programme.

Health & Safety Leadership

Health and safety remained a core measure of project performance throughout delivery.

The combination of a live healthcare environment, multiple contractors, significant mechanical and electrical construction activity, plantroom modifications and interfaces with operational infrastructure required active management throughout the programme.

Asteria International provided senior project and construction leadership across these interfaces, working across the delivery teams to ensure that health and safety requirements remained integral to programme planning and project decision-making.

Programme and commercial pressures were managed alongside, rather than ahead of, the requirement for safe and controlled delivery.

Project Controls & Risk Management

Project controls provided visibility across the interconnected programme, commercial, construction and technical workstreams.

Progress, procurement, contractor mobilisation, engineering deliverables, construction activities, commissioning readiness and completion requirements all contributed to the overall project position.

Asteria International maintained oversight of these dependencies, enabling emerging constraints and risks to be assessed against their potential consequences for the wider programme.

Risk and opportunity management remained integrated with day-to-day project decision-making, supporting mitigation, recovery and prioritisation as delivery progressed.

This approach allowed project controls to support active management rather than functioning solely as a retrospective reporting mechanism.

Commissioning & System Integration

Commissioning represented a major phase of the programme because successful completion depended upon considerably more than demonstrating that individual items of plant operated correctly.

ASHP, WSHP, CHP heat recovery, LTHW boiler plant, AHU systems, electrical infrastructure and controls formed part of an interconnected operational environment.

Asteria International managed commissioning priorities, contractor interfaces, programme dependencies, stakeholder requirements and completion activities as the different systems progressed towards operational acceptance.

Particular attention was given to the interfaces between systems and the sequencing of commissioning and changeover activities to support a controlled transition into operation.

Outstanding works, defects, testing, documentation and handover requirements were subsequently managed through the wider completion and close-out programme.

Practical Completion, Handover & Close-Out

Completion required coordinated management across construction, commissioning, documentation, defects, operational readiness and stakeholder acceptance.

Asteria International managed the progression towards Practical Completion while maintaining visibility of outstanding activities and their implications for operation and final project close-out.

Handover requirements were coordinated between contractors, specialist suppliers, commissioning teams and operational stakeholders to support the transition of the completed infrastructure into service.

Residual works, defects, testing and documentation continued to be controlled through the post-completion process, maintaining continuity of project leadership through the final stages of delivery.

Project Outcome

The programme progressed through major construction, system integration, commissioning and Practical Completion while maintaining the operational requirements of the healthcare facility.
